A New India

Town Planning will play a vital role to transform India. There should be a Town Supervisor(TS) under Govt. authority and strict laws should be made against him as he will be holding so many powers.

Who will be a Town Supervisor and will he be working under any higher authority?

The Answer is- Yes!

The Town Supervisor will manage a Team and shall report to the Decision Making Committee. To share the possibilities of a source of income In a particular area in different fields will be one of the most important roles of Town supervisor.

For example: If X is the Town supervisor, once the area is allotted to him. Mr. X and his team will check:

  1. Land used for cultivation (if any).
  2. Barren Land in that area and possibilities of growing some crops or sharing the idea of a small-scale industry that can help the nearby people. So, Different states have different communities and have different specialties. We can ask nearby people to work together on monthly wages as contractual employees whose contract will be extended only after seeing the data and quality of work for 3 months(=one Period). Exceptions will be given to the widowers, single women running their own family and not more than two members will work from the same home. If the data of he/she is good for three consecutive periods and meets all parameters at work like punctuality, quality of work, meeting all basic hygiene and ethics at the workplace, then his/her period will be extended for the next one year. These industries will be under the state Government.

‘Y’- A new State Govt. body and will take care of those small-scale industries. ‘Y*’ will be the Private companies who will report to the district ‘Y’ body and these private companies(Y*) will be under contract for one year with the State Govt.

If the Y* companies can run those small-scale industries efficiently, only then their contract will be renewed. Depending on their management skills, total funds generated by the site, employee satisfaction and time-saving or cost-effective techniques used in a site, and consistent approach to utilize latest technologies and meet the demands of customers/clients.

  1. People will be divided based on their education level like 10th, 12th, or Graduates.

*There will be a subcategory in Educated people: People who have completed their 10th and 12th lies in one category (Basic) and People who are graduates or Masters(Advanced).

2. In this class of educated people, there will be another category- Basic, who are skilled in particular work and unskilled people. Advanced, who are skilled in particular work and unskilled people.

3. Uneducated but skilled people, and people who are both uneducated and unskilled.

4. Unskilled and skilled people and other facilities in the area.

5. Land that can be used to make small-scale industries or make buildings or halls, and other things that can be grown on land(if possible), etc.

The main objective is to collect the data and utilize all resources to

generate income and increase revenue.

Some distance will be under the supervision of the Town Supervisor. Up To 10kms to 20kms depending on the density of people Per Sq. Km. The management and supervision will not be easy. After collecting the data of a particular area, They will report to the Decision-Making Committee(DMC) to make decisions accordingly. DMC will be a Govt. body and shall have 200–300 members depending on the population and area of the state. It will be subdivided into panels and each panel will have 20 members. These Panels will be allotted an area for development and will work on a contractual basis for 6 months and shall be renewed if there is progress or improvement in the allotted area and the revenue generated.

So Each Panel will take decisions on polling and once lists/programs are made which needs to be implemented in a given area. They will share the programs with Y* private companies who will be working to improve the area allotted to the panel.

After Every 6 months, the work of each panel will be supervised. If the decisions made by the panel have less revenue and low development, more wastage of resources and money of the government. The Complete panel will be removed after 6 months and there will be a Vigilance Department who will check the shortcomings, fake reports(if any), actual data of a particular area. Possibilities that panel decisions were good but Y* companies were not efficient. There are chances Y* shall be removed.

If a second chance (next 6 months tenure) is given to the same panel and the result remains the same, Then the complete panel will be removed and Each member can never be a part of DMC or Private companies.

Hour of Decision!!

After the close observation of data, DMC will take decisions for the development of an area.

There will be ’N’ number of members in DMC. The list of programs/plans which need to be implemented in a particular area will be made (seeing all aspects and possibilities of resources in that area) and decisions will be made by polling.

Programs that need to be implemented in an area will be checked by Higher Authority(HA). Higher Authority(HA) will assign the area to the Town supervisor. HA will have powers to remove/change/make a new decision or to cancel programs. The decision will again be made by polling amongst the members of HA if any programs have to be removed.

Once a final list is created, Private companies will be diligently working to transform the area.

If HA has made any improvisation or cancellation in programs/programs, there is no development in the particular area. Still, people are unemployed and see no development in the area or face too many problems due to private companies or those programs, then the ultimate power will be given to the citizens.

There will be Programs of DMC and HA(if changes are made in programs) and all programs will be shared with the public with help of local TV networks, newspapers, and other digital sources of communications. Public Polling will be done by selecting the programs that need to be implemented. The Town supervisor will make a demo video of all programs in a sequential manner explaining the benefits of each program, implementation, and giving an idea of future benefits. Once people are aware of the programs, they might be able to make the decisions wisely. This scenario will be implemented when DMC and HA fail to develop a particular area or generate revenue or provide employment.

Other Consequences will be:

*Y* will be removed from that particular area.

*Public polling will be done if they want a new DMC for their area or would like to give a second chance to the DMC.

* If there is less or marginal development in an area and if the public faces too many problems in a span of 2 years with no fruitful decisions or decisions under their favor then HA will be dissolved completely and no member can be a part of DMC or HA or any private company(Y*)which is working for the development of that state.

Decision-Making Committee- Candidates(21yrs — 45yrs) who want to be a part of DMC should have a Master’s degree and an exam will be conducted. Qualified candidates have to face the selection panel to be a part of DMC members. Experienced people can be used as an asset and for the development of society so there can be exceptions. Old-aged people who want to be a part of DMC will be selected based on their merit on degree/highest qualification and general test to check their knowledge and psychology. Selected ones will have to face the selection panel for their final interview.

With the implementation of this model, there will be development and employment, rest assured.
